Hi Angie,
Bicarbonate of soda should certainly clear much of the mold up as long as it's not a really serious growth. I would suggest adding hydrogen peroxide to the solution as well if possible as it releases reactive oxygen species (ROS)/free radicals that kill the mold spores.
With MCS it is hard to say what one individual will react to and in what way as everyone is different. If mold is the only major source of toxic chemicals in the room then yes, you would expect that someone affected by MCS might then be able to tolerate being in the room. As with everything with this condition though the only way to find out for sure is to clean up the mold, leave the room to air out a while, then see if the MCSer has a reaction when they enter the room or spend any time in it.
