Hi Denise,
The baking soda should help to absorb the toxic gases from the carpet as they are given off but I am not sure whether pouring baking soda and vinegar onto the carpet will actually cause it to outgas faster.
Ideally it is best to keep new carpets in a garage or other out of the way place fo a while before having it fitted as they initally outgas a lot - as you can tell from the \"new carpet smell\". If you have already had it fitted then keep the windows open as much as you can and leave curtains/blinds open during the day so the carpet gets as much sun as possible.
